What’s the schedule for rolling out the Public Billing Portal?

The community of relays organized by the DGFiP and the AIFE brings together stakeholders in the reform of B2B electronic invoicing. As publisher of the A2C solution and SAP DRC integrator, Applium regularly takes part in these meetings.

Following a meeting of the communication relays community at Bercy on February 16, the Direction Générale des Finances Publiques and AIFE (Agence pour l’Informatique Financière de l’État) outlined their action plan.

  • September 1, 2026: obligation to receive invoices in electronic format for all categories of companies. Issuing electronic invoices and e-reporting will also be mandatory for Large Enterprises and ETIs.
  • September 1, 2027: the obligation to issue invoices in electronic format and e-reporting will also apply to SMEs and microenterprises

Confirmation of the reform timetable

The deadlines for implementation of the obligation for inter-company electronic invoicing, resulting from Article 91 of the Finance Act 2024, 2023-1322 of December 29, 2023, have been confirmed:

Continuation of the phased deployment project

To ensure that the timetable is kept to, AIFE is strengthening its teams and is committed to :

  • Ensuring the overall stability of the legal framework in which companies have been operating since 2022
  • Sequencing work more closely, with a view to progressiveness 
  • Capitalize on progress to maintain momentum

Several key phases have been identified to ensure that the project runs smoothly. Each stage remains crucial to ensure that all stakeholders are prepared for the reform’s entry into force, and maintain the same level of information.

In 2024 :

  • Publication and stabilization of the latest version of the technical specifications;
  • Registration of the first Partner Dematerialization Platforms (PDPs) by July 2024 at the latest
  • Initial testing of the directory with a mini-pilot of PDPs

In 2025 :

  • Qualification phase enabling PDPs to conduct their registration tests 
  • Pilot phase extended to the rest of the operators, with the opening up of services, virtually in their entirety, to prepare for deployment in 2026.
